NET/ SLET pass a must for lecturers: HC

CHENNAI: In a significant ruling that could affect lecturer aspirants across the country, the Madras high court on Monday held that a pass in the National Eligibility Test (NET) or the State-Level Eligibility Test ( SLET) will continue to be the mandatory qualification to apply for assistant professor posts in colleges.

The first bench comprising Chief Justice M Yusuf Eqbal and Justice TS Sivagnanam, dismissing a batch of writ petitions and appeals filed by candidates with only MPhil qualification who have been seeking either exemption or sufficient time to clear NET/SLET, said: "The regulation and the decision of the central government (insisting on the NET/SLET) cannot, at any stretch of imagination, be held to be illegal, arbitrary or whimsical. The decision is rational and based on public interest and also national policy to upgrade the standard of education in the country."

The writ appeals were filed after a single judge dismissed the petitions against the central policy on April 22.

The petitioners had sought to restrain the University Grants Commission (UGC) and the Teachers' Recruitment Board (TRB) from insisting on NET/SLET qualification for candidates who have passed MPhil prior to 1993 for appointment as assistant professors in Tamil Nadu Collegiate Educational Service. Noting that the UGC's regulations notified in July 2009 did not exempt candidates who had obtained their MPhil degrees prior to December 31, 1993, the petitioners also wanted the regulations to be quashed.

Opposing the petitions, additional solicitor general of South India M Ravindran and senior central government standing counsel P Chandrasekaran, representing the Centre, submitted that there were more than 12,000 NET-qualified candidates waiting for employment. If the requests of the petitioners are accepted, it would mean compromising on quality of education and teaching standard in colleges.

P Wilson, additional advocate-general of Tamil Nadu, representing the TRB, said that if the state did not follow the UGC regulations the Centre would not extend grants. Referring to the UGC's recent decision to exempt the candidates who obtained an MPhil degree on or before July 10, 2009 from clearing NET, he said such attempts have not been approved by the Centre. The HRD ministry too had earlier submitted that the UGC's decision is clearly incongruous and hence not acceptable.

Concurring with the submissions, the judges said the HRD ministry formed an experts' committee as it felt the need to upgrade the standard of teaching. After the Prof Mungerkar committee submitted its report, the government asked the UGC to frame guidelines. "But, the UGC, without considering the object and purpose of raising the standard of education, and without considering the global scenario, tried to give certain relaxation to the candidates for appearing in NET/SLET examination. In our opinion, the Central government has rightly refused to approve the decision of the UGC."

The UGC had last year notified its new regulations on minimum qualifications for teaching faculty as per which a pass in the NET was mandatory for appointment as assistant professors. This regulation had invited strong protests from a cross-section of the academic community and also led to multiple litigations in various high courts.

Masjid Libraries: An Indian Initiatives

Library initiative to cover all mosques


New Delhi, Dec. 1: Every mosque in the country that has space to spare may soon have a library and a reading room.

Initiated by the Zakat Foundation of India, a Delhi based NGO, the library initiative has the support of all leading Muslim organisations, including the Jamiat Ulema, Jamaat Islami and the Milli Council.

The project has already been inaugurated in Kashmir and is scheduled to be launched in all states shortly. There are around 2 lakh mosques in the country.

Zakat foundation president Syed Zafar Mahmood said the plan was to sponsor a reading room, with a computer and books, in every mosque ready to provide space.

He said the idea of having a library in mosques was not new but simply a revival of tradition. “Mosques are supposed to be places of learning, as they were in the past. Of late, they have become synonymous with closed thinking. We want to change that perception,” he said.

The foundation has written to the heads of all mosques and to community leaders about the project. “All that the mosques will have to do is provide us some space. We will provide everything, right from providing books to Internet connection,” Mahmood said.

The library will have books for general reading as well those that are specifically religious, apart from Urdu, Hindi and English newspapers. “We want to inculcate the habit of reading among youngsters, which is lacking now,’’ he said.

Mahmood said the libraries could also double as information centres that provide data on welfare schemes for the Muslim community. If anybody was interested in having a library-cum-reading room in a mosque in his/her vicinity, all they needed to do was persuade its management and contact the foundation, he said.

The response to the library proposal had been quite encouraging, he said. “I am getting calls from as far away as Tripura and Tamil Nadu asking for details. Surely the community is changing for the better.”

The Imam Sangh, a national body of imams, sounded enthusiastic about the idea. “Mosques are usually open during the day and it would be great if the time and space can used for betterment of the community,’’ said Moulana Ilyasi of the Imam Sangh.

PhD Viva Voce

Mr. Ashok Kumar Upadhyay, Research Scholar will defend his PhD thesis entitled “Retro-conversion of documents in Central Secretariat Library, Zakir Husain Library, JMI, Nehru Memorial Museum and Library: an evaluative study” in an open viva voce will be held on 27th November 2010 (Saturday) at the seminar library of this department.
Mr. Upadhyay conducted this research under the guidance of Prof. (Dr.) Masoom Raza. We congratulate Mr. Upadhyay for successfully completing his research and wish him all success in his viva examination and best wishes in future career.
Mr. Upadhyay has participated in many national and international seminar and conferences and presented FIVE research papers. He has published FOUR research articles in international journals and TWO in national journals. We hope his active contribution for the LIS profession in India in the coming future also.

The Department of Library and Information Studies (DLIS) at The University of North Carolina at Greensboro (UNCG) invites applications from international students to its iLEAD Fellows Program. An iLEAD Fellow will be an international student taking the Master of Library and Information Studies (MLIS) Program, supported by an International Graduate Assistantship (IGA) with tuition waivers. Two iLEAD Fellows will be selected from the new incoming international students, starting in Fall 2011, on the basis of demonstrated academic ability, evidence of commitment to enhancing library and information access and development in their home country, and financial need. "Openness and Access: An India Survey"

The Centre for Internet and Society is planning to bring out a book
charting out the state of various kinds of 'opennesses' in India,
tentatively titled "Openness and Access: An India Survey". This book
will include India-focussed surveys of Open Access to Law, Open
Government Data, Open Access to Scholarly Literature, Open Educational
Resources, Open Standards, Free/Open Source Software, and Open Content,
each of which will be a self-contained chapter in the book. We are
presenting an open call for researchers for each of these surveys.

Each of the surveys will broadly have to include:
1) Literature review
2) Policy scan
3) Institutional scan
4) Project scan
5) Case studies and interviews
6) Observations, analysis of policy tensions and recommendations
7) Directory of stakeholders
8) Further readings

Each survey, depending on the subject matter and the scope agreed to
between the researcher and CIS, is expected to be roughly between 22,000
words and 35,000 words. The deadlines of these projects will, of
course, vary, but they will range from between two months and four. Each
researcher will be given a separate travel bursary on a need basis,
which will be agreed upon at the commencement of the research.

The exact remuneration for each survey depends on the extent of the
project as is finally worked out between the researcher and CIS, but the
following can be taken to be indicative:
1) Open Access to Law ~ Rs. 50,000
2) Open Government Data ~ Rs. 50,000
3) Open Access to Scholarly Literature ~ Rs. 80,000
4) Open Educational Resources ~ Rs. 80,000

Academic Ranking of Indian central universities

Mr. Muzamil Mustaq (Research Scholar)presented the following paper at 6th International Conference on Webometrics, Informetrics and Scientometrics (WIS) and 11th COLLNET Meeting held at University of Mysore on 19-22 Oct. 2010.
"Academic Ranking of Indian central universities in Science and Technology as Represented in Science Citation Index - Expanded (Web of Science): A Scientometric Study of last five years from 2005-2009" by Prof. Shabahat Husain and Mr Muzamil Mushtaq.

ABSTRACT:

There are a number of parameters to evaluate an academic institution and one of them being the publication output of the institutions. Keeping this parameter under eye,the present paper was compiled which focuses on the various publication output patterns of Indian Central Universities, depicting the picture of the Scientometric constructs with the data collected from the widely used database-Science Citation Index-Expanded (SCI-E).The Individual Universities were searched out and the data was recorded using the distinct limiting options of the database. The data so obtained were worked out and interpreted in accordance with the Scientometric methods and thus obtained the results. It was found that the University of Delhi occupies the first rank leading other Universities in the country, normal linear growth trend of output with least publications in 2005 and highest in 2009, article form the most widely used, english language to be frequent medium of communication, Biochemistry & Molecular Biology followed by Materials Science, Multidisciplinary with highest publications, Current Science evolves the first ranked journal title, etc.

Microsoft to launch Wikibhasha

MS to launch Wikibhasha to boost multilingual content

Microsoft revealed that they will soon launch the beta version Wikibhasha, a multilingual content creation tool for Wikipedia. The tool will help to
simplify and speed up the process of creating multilingual content in
Wikipedias.

Wikibhasa derives from the well-known term 'wiki' denoting collaboration,
and 'bhasha' which means 'language' in Hindi and Sanskrit and will serve
multiple purposes to contributors of wiki like finding content from other
Wikipedia articles, translate the content into other languages and then
compose new articles or enhance existing articles in multilingual
Wikipedias. It will support content creation in more than 30 languages and
also enable easy content creation in non-English Wikipedias by leveraging
the large volume of English Wikipedia content as the source of information.

Microsoft Research and Wikimedia Foundation will also work closely with the Wikipedia user communities focusing on content creation in Arabic, German, Hindi, Japanese, Portuguese and Spanish. They also hope to inspire a new wave of multilingual content creation. "We're always happy to see work on improving multilingual collaboration between wikis," said Danese Cooper, CTO of the Wikimedia Foundation. "Microsoft Research is doing some interesting work with WikiBhasha, and we're very pleased that it chose to share its client code in open source as well."

The browser-based tool offers a user interface layer on top of the
target-language Wikipedia during content creation, integrating content
discovery with linguistic and collaborative services and focusing the use on content creation in the target Wikipedia through a three-step process which guides the user through content discovery and sourcing, composing a
local-language article and publishing it in the target Wikipedia.

The tool which is supported by MS Machine Translation system and MS
Collaborative Translations Framework and conceptualized by Multilingual
Systems Group currently works on Windows Internet Explorer (7.0 and 8.0) on Windows XP, Windows Vista and Windows 7 and on Firefox (3.5 or above) on Linux Fedora (11 and 12), Windows XP, Windows Vista and Windows 7.
